I have a 99 CC all power also and NO HALO light.
On taking off the plastic around the wheel, I found a perfectly
sound bulb and wire with two oulets, but not connected.
After switching leads, I got the bulb to light, but then not
go out. Seems in the 99's, since they have the overhead
lights on the timer, they left out this feature.
My dealer told me the same thing...
