My 2000 is the same way, if you have the defrost on while it warms up the
electric fan runs automatically...i have started warming it up in heat only
mode but I havent noticed a difference yet. You can let it warm up for 10 or
15 min and the temp gage will not move off cold, run it for two mins after
that and temp shoots up to normal.
