Probably to protect against mud, rain, road grime, etc. GenIIIs have a
rubber shield between the radiator and frame on the right side in front
of the air box area - and the intake for the air box is buried in the
fender, perpendicular to where air would come in.

Like I said when I discovered this myself - they're suffocating our
engines! My QuickD goes on this weekend.
