No - PE is not just enabled during WOT. It is enabled at any time based
on things like rapid change in throttle position (aka rapid delta TPS)
as well as rapid delta MAP. Those I know for sure - I'm sure there are
more but right now I cant think of any (watching movie and answering DML
stuff 8-)
