Rubber silicone sealant cause rust ?

While taking off the "plastic cover" behind the front bumper, that has
the useless access hole to change the oil filter, I scratched the paint
on the back, bottom of the bumper. I thought, "no biggy" and just put
some rubber silicone sealant over the scratch to seal it. When I
mentioned it to a friend he said he had been told to not put such sealant
on bare medal because it will cause rust. Anyone know if this is correct
? If so, any recommendations? Keep in mind it is just a small scratch,
out of sight, so the fix does not need to be pretty.

>From the same cover, I trashing the pop-in type, ribbed, fasteners they
used and replacing them with stainless steal bolts and wing nuts. We'll,
see how well those work. Second question, do these covers really serve a
purpose ? The only thing I could figure was that it helped direct air
into the radiator.
