The reason you get hammered in Texas for the FABM w/ K&N is there is no heat
riser. That funny accordion looking hose that comes off the exhaust manifold
and connects to the air can. Just put the old can back on for inspection. A
couple of years ago when I had the 95 inspected, the guy never even
mentioned the K&N. Nor did he say anything about the lack of mufflers. Just
commented how nice the truck sounded.
Now on the GenIII Dak's, I am not sure as there is no heat riser. Perhaps
the IATS is doing that job now. I am in Houston where they are tough on the
emission testing, but register my trucks in a county that has no special
requirements.
But I still keep the stock air boxes, just in case.
