Only those who want to legally drive their vehicles on the street and not
get pulled over by The Man. It originally was a general safety inspection
to make sure everything like lights, horn, signals etc. worked properly.
Now you have to show proof of financial responsibility (insurance). In big
cities (Dallas and Houston) they are starting to incorporate emission
testing (such as it is). Oops, I'm sorry. According to George "Governor"
Bush we don't have a pollution prob;em in Texas. Of course, he also says
there are no hungry people in Texas.
