No, it is not. GVWR stands for (everywhere I have seen) Gross Vehicle
Weight Rating. This is the maximum weight the
chassis/suspension/overall truck is rated to carry safely (probably
includes brakes as well).
Passenger cars are registered by curb weight, commercial vehicles by
GVWR. At least in New York.
