Yes,
My 93 has the fuel filter on the outside of the tank, about a foot before
the gas tank on the inner driver's frame rail. Takes about 10 minutes and
$12 to put a new one on. The fuel pump assembly does also have an attached
'fuel filter/sock' on the bottom-most portion, atleast on mine. I think for
the 95 model year Dodge did away with the easily maintainable fuel filter.
