The a/c clutch engages and disengages so it doesn't build up too much
pressure in the system.

The chugging could be the a/c clutch kicking on. To see. just pop open the
hood, turn the a/c on and you can see where the pully GRABS and spins the
compressor. That should make that chug......

As for your system not getting cold, you could be a little low on freon, or
your condensor? (radiator looking thing, in front of radiator) is clogged or
has become unefficient. Take a water hose and rise it off (don't BLAST at
those fins, you'll most likely bend the, so just a gentle stream of water)
and see if that helps.

PS. your a/c clutch will NOT engage if there isn't enough freon in the
system. There's a contineuty switch located around that round evaporator
that checks for differences in pressure and it is one factor that can keep
the A/C clutch from not engaging.

I'll be driving with the ac on and it car will chugg every once in a
while like the ac is turning on and off. Also, a lot of times the air
isn't really that cold.
