I would think only when running. You don't want your coil energized and
sending a secondary spark w/o the engine running.

All the wires are hooked up correctly. I have even gotten out the service
manual and traced schematics to double check everything. It all looks fine
connecion wise. I am at a loss here. My only question is, on the
green/orange wire coming from the ignition key, is there supposed to be a
constant 12 volts when the key is in the on position? Or should there only
be voltage when the Dak is running? This is a 96 Dakota if it matters.
