I did some searching on the web this morning abou this, and what I found was
this:

They are not holding the driver of the truck in front. They are not even
sure who he was. They have a description fo the truck, and are looking for
him for information as to the source of the debris (did he see it drop from
another truck) and possible leaving the scene of an accident if he realized
that he hit the person behind him. They also mention that there could be
charges against the driver of the vehicle, if they could ever find him, for
charges for not having load secure, and possible manslaugher. But, the
doubt they will be able to find him.
