Short answer: Your manual is right, do not tow over 2,000 lbs.

I didn't know they made R/Ts with a 3.55?

The lowered suspension and "race" tires preclude the R/T from handling
any more than 2000 lbs payload/towing. There was a major fiasco with
Dodge over this, resulting in Dodge buying R/Ts back from some people
and leaving a few people upset, because the 98-99 manual didn't indicate
any limitations on towing vs. the "standard" Dakota. You can only tow
6,000+ with a non-R/T Dakota.
