My 99 R/T locks up at about 40 unless I have my foot in it. I have to push
down about 1/2 way to unlock it.
I don't have a bog problem but I have the 3.92 rear end. I can see that it
might bog a little with the 3.55 gears.
I believe you may be able to change the lockup speed by adjusting the cable
that goes from the throttle body to the transmission. There has been much
discussion about this. You would only want to move the cable a very small
amount though.
Others that have adjusted their cable please comment here also.

It is my understanding that the converter lockup is controlled by the Engine
computer (sbec etc)
