Bob,
It is normal. The rings will not wipe all the oil from the walls unless
there is enough compression to spread the rings open- that's how they work.
They are relaxed until combustion takes place and then spread open to seal
against the walls and wiping oil as they go. Take a good look at the rings
and you will see that they are not just washers on the pistons.
