A faulted O2 sensor itself could. The O2 sensor is actually used for
emissions control. It only works under closed loop. It attempts to keep
your A/F ratio at 14.7:1. This efficiency allows the catalytic converter to
burn off all excess hydrocarbons, nitrous oxides, etc.
