Just happened to see one of those on the mopar accesories page last night,
the text from the site is:

An Engine Block Heater installs in the engine block and has a 110-volt
electrical lead. During cold weather, the block heater is plugged into any
110-volt outlet and it warms the engine and antifreeze to aid cold weather
starting. A must for Northern Climates. For use with a 3.9L, 5.2L, 5.9L or
8.0L engine.
