Don't know about draining the rad to change the blower, however, to check
the switch (go with the simple item first.... KISS), disconnect the switch
and check its operation with an ohm (or multi) meter. Having never tested a
blower switch, I'm not sure if the speed resistance is built into the
switch or piggybacked externally. If it is internal I would guest you would
have infinite resistance with the switch off and step your way up to zero
resistance with the switch in the high position.

I would also check the wires to see if you are getting voltage to the
switch. I assume you have checked the heater fuse, could there be an inline
fuse someplace (doubt it, but worth checking).
