It is generally true that, as engine load increases, that timing is retarded
and mixture is richen, as a safety precaution in the WOT maps but
you would still be running faster over a period of time with the throttle wide
open than at 75% throttle.

One thirdhand bit of info. that I picked up which might explain this phenomenum
is that, in the newer transmissions, the lockup clutch in the torque
convertor is
modulated so it has controlled slippage (instead of the normal
engaged/disengaged).
