It lines up, however, the adjuster (Actual lever) is really far away from
the star wheel. (About 1")

Because you said "my pads were cracked" and I was thinking:
front=pads
read=shoes

anyways. The star adjusters adjust when you back up and step on the brakes
at a good speed. It has that little bracket that will move and click the
adjusters at the correct adjustment. While reinstalling them, you're
supposed to have a drum diameter guage and you adjust the shoes out to give
you a more exact position of it. I've always adjusted it to near zero, and
slowly move outwards. Reinstall your drums and if it just slips on without
any contact, open up the adjusters more until there's a good contact.

You need to replace the adjusters if the star pattern on it's worn or if the
bracket doesn't line up with it so it can't adjust.
