blower motor problems - help!

I have a 95 dakota and the blower for the heater/air
only works on position 1 & 2 on the control unit. The
blower first stopped working on position #4 and later
#3 stopped working this past winter. Is this a bad
blower motor or the switch in the heater control unit?
I am hoping it's not the blower but need some help
trying to figure it out. Thanks
