Spray/brush in bedliners (Rhino, Durabak, etc) and undercoating don't stop
rust. POR-15 is more like a paint than a liner and seals out moisture. You
still have to remove any loose rust and prep properly, but from there it'll
do the job assuming you can completely seal the panel. I've used it on a
couple of Jeep frames with good success. Eastwood sells a similar product
called Coroless.
