  AFAIK, the flights that were still aloft were allowed to land
at their destinations (or an alternate destination of the pilot's
choosing) except for flights which were headed to DC or NY, as
those airports were completely shut down. Incoming international
flights, however, were diverted to Canada and Mexico.
