Most of the ones that I know of that are PC-based can read sensor outputs
and do limited 2-way communication such shutting off the Check Engine Lamp
and DTC erasure. For testing sensors/circuits and resetting/adjusting
capabilities,
you would have to go to high end (read 'expensive'), pure scanners such as
those from Snap-On and OTC.
