I used to have the same problem. Now I use 3M Super Weatherstrip
Adhesive(PN 08001) commonly referred to as "Gorilla Snot". Just dab (4)
spots on the back of the the cap where it contacts the wheel. Press the cap
into the wheel and remove it for about a minute, then re-install. Since it
is a contact adhesive, the glue will "tack up" and really grab. The good
thing about this stuff is, you can remove the cap when you need to.
Haven't lost one since!
