I need help with rocker arm installation?

Hello guys I'm new here but I have a problem with the rocker arm installation
I have a V6 1997 Dodge Dakota. The problem is I did everything right except
when I tighten them the lifter(s) are loose is this normal? Also if I tighten
them the rocker themselves move I appreciate any help, suggestions, anything
