no clue on exact in Pa. but country wide is usually;

emissions test, hwy. speed on a dyno in some states.

brakes, emergency brake also.

lights,

any oil leakage

exhaust sys. for leaks, approved sys. or under max
noise levels if a perf. sys.

steering/suspension/ball joints etc.

tires

floor rot

road test in some states also.

basicly it has to be road worthy :)
