I'm sure it will create some measure of downforce, but the times you really
need the downforce are around the turns, where your speeds are not high
enough that I would imagine it to make a measureable difference. As an
avid autocorsser myself, I can assure that the time and effort spent on the
concept would be much better spent working on driving skills. I know it
isn't as exciting, but do a bunch of reading from the links below. You
will improve significantly more than any change in tailgate angle would
change.
