Mike, I also live in Pa., and one thing I've noticed is when you go for
inspection and the exhaust has signs of recent work, especially around the
cat, they will knock on the cat with a wrench or something to see if it
sounds hollow. Hollow sound = no pass. I got around this by taking a piece
of pipe that will fit into the converter. Take the pipe and slide it about
3/4 of the way through the cat, stand it on end and fill it as much as you
can with white "play" sand. Slide the pipe the rest of the way in and weld
or pein it to trap the sand. They will never know the differance.
