Actually it's the CTM (Central Timer Module) that drives it, at least on
Y2K's, but the CTM does pass information to the PCM and vice versa.

But why JUST the cluster? Everything else seemed to be OK, including
all my lighting.

I got into this thread too late to offer any real advice, (you got plenty of
solid info anyway).
>From I what little I know, the gauge cluster is mostly driven from the PCM
and the PCM is extremely voltage sensitive.
Low or intermittent voltage on the system due to a bad negative connection
will affect the PCM before your eyes can register a flicker or dimming of
lights.
