I kept looking and finally found it. On the Dryden NASA web site, reading
the Description for the X-15 program, any flight above 265K ft qualified
the pilot for astronaut wings. So based on that I guess the altitude of
space starts at 265K ft. Doesn't sound quite right when somewheres around
100K to 115K ft is above 99% of the earth atmosphere though.
