I've ran into this problem before. As far as the manuals being accessable
to the general public, there's no way I would even THINK about doing this
unless there were controlls put in place to only allow certian people to
access them. They WILL NOT be available to the general public.

Let me put it this way, It would be illegal for me to take ANY book, scan
it, and post it online to the general public. The same as if I took the
files, ran off 1,000 coppies on my Xerox printer (which I am more than
capable of doing) and sold them on e-bay.

In no way would doing this (the project) be considered distribution because
(a) the general public does not have access and (b) a person has the right
to put something he bought into an accessable format for personal use.

At this point, I'm not even sure I can get enough interest in this project
to make it worthwhile. If there is enough interest, I am sure a private
orginization like ourselves has the right to have a private collection for
use over electronic means.
