The old "plus one" rule of thumb says they should be about the same.
Using the tire sizes above, when you go down in aspect ratio (70 vs 75), to
keep the same diameter you go up one size in diameter (275 vs 265).
The same holds true for wheel sizes. Go up one size in wheel diameter, go
down one tire size to keep the same diameter. It's not exact, but it's
close.
