Try this when you turn the key to start the engine, Turn on the headlights,
when the key is turn and trying to turn over the engine, if the lights do
not dim, then there is no short or arcing. In other words.. there is no
drain on the battery. This would mean that there no power from the battery
being used. This is a sign of a nonworking relay, broken wire, bad fuse
,starter motor is NFG. Do you get the starter relay clicking sound?

That "whirring" sound I think is the gas pump bringing the fuel system up to
pressure.

I have heard tales of the ignition (at the key switch) wiring going bad,
might wanna check that when you get that meter. Fuses too, battery cable
mighta arc'd or something.
