There's nothing wrong with your set-up. I don't think a cone inside the
engine compartment would be an improvement. I'd stick some aluminum-faced
insulation to the bottom of your existing air filter housing. If the
existing hose is large enough(it should be), I'd wrap some insulation around
that. then I'd make sure that that the duct openning is sucking in outside
air. Maybe make a little scoop to get air from just under the hood-ahead of
the radiator.
