lights out: high beam to low beam kills head lamps

Intermittently but frequently, while driving at night, with the high beams
on, switching to low beams turns off the lights completely.

A quick hit of the signal indicator back into the high beams turns the
lights on to high beam (usually blinding another driver).

A quick double or triple tap from high to low usually sets the beams to low
without killing the headlamps altogether.

Is this a wiring problem that can be tackled (diagnosed and fixed) by a
relative novice?
