Sounds like a government official plane like Air Force One. Its not, but
there are some planes like you describe, which is white and has U.S.
Government on them.
See a KC-135 has a black nose and you will see a black smoke streak from the
engines....

Triple sevens do not have four engines, IIRC.
I would say it's a KC-135 or one of its sister derivatives, which I can't
remember the designation of, which are mil versions of 707s. Or, it could be
the mil version of the 747, which I have watched doing touch and goes at
Offut AFB in NE. They are painted all flat white, with an in flight
refueling snorkel added, and NO markings.
The chase plane is most likely a T-38/F-5.
Without seeing them, it's really hard to even speculate.
