  Its a weight distributing hitch - very common setup for larger
trailers. It won't increase your vehicle's tow rating, but it
will distribute the load more evenly between the truck and trailer,
making for a much safer situation. The chains are just used to
set the tension - they are anything but slack - that steel bar in
the photo is used to lever the chains into position.
