  The first one is easy - you've already got the sizes; its a 31"
tall tire, 10.5" wide, for a 15" rim. The dimension not given is
the sidewall height, but that is fairly easy to compute - just
subtract the rim height from the overall height and divide by two.

  (31 - 15) / 2 = 8"

  The second one you need the math for. :-) The first number is the
width in millimeters, the second number is the sidewall height,
expressed as a percentage of the width, and the third number is the
same as for the first tire, the rim size, in inches. To convert
millimeters to inches, divide by 25.4. In order to find the overall
height on this tire, you need to take the sidewall height, multiply
by two (because there are two sidewalls, one at the top and one at
the bottom of the tire), and add that to the rim size. So, the
dimensions of the second tire are:

  Width: 275mm / 25.4 = 10.8"

  Height: ((275 * 70%) * 2 / 25.4) + 16 = 31.16"

  Sidewall height: 275 * 70% / 25.4 = 7.6"

   One of these days I plan to add the 31x10.5 style capability to
the DML tire calculator - but I need to find the time. :-P
