Mild drop for a '99?

A friend's father has a '99 2WD V6 and is thinking about a slight drop
for it. I suggested something in the area of a 2/3 but he probably
shouldn't go lower than that considering A) winter driving around here
and B) he wants to keep the stock wheels & tires. Any recommendations?
