But that would only cause squealing, not clattering. That's really weird,
through two sets of brakes that it would clatter...only in certain
positions. I think something's missing somewhere. Is the clattering only
on one side?

It sounds like you maybe are babying them too much and causing them to
glaze.
That or if you ride
with your foot resting on the pedal they are possibly getting glazed that
way
as well.
