Yes, you gotta be moving to engage at least PT4WD, or have the tranny
in...I think Neutral. Don't recall, I've only done it a couple times
from 2Hi to 4Hi while stopped and I didn't pay much attention.
Not quite where you think you got cheated, you have the option of 2WD,
AWD, and 4WD. Sounds pretty good to me.
