I'm pretty sure it's fully seated, but it's worth a second look to make
sure.

Unless it was completely removed and installed improperly, not that
I know of.
Any possibility that the camshaft position sensor is not fully seated
before you put the cap on or if its wiring got caught on something
when the cap was put on?
