Question on electronic mileage indicator

Someone asked me a question o Dodge's latest clusters in which he was going
to upgrade his old one with the latest white dialed Ram cluster. The Dodge
dash cluster - regarding the electronic mileage reader, is it stored in the
cluster or stored on the ECU? This is necessary for his next SMOG reading
for California when switching over from the old one and a factory purchased
cluster or be faced with heavy fines.
