Depending on the situation, they may have no choice. Like when you've
got fuel leaking all over and a high risk of explosion.

True but if these a-holes weren't racing, this wouldn't have happened.
Once you're into that aggressive, competitive mindset, and start doing
things you shouldn't be doing, everything changes. Had these guys not
been racing, the Accord wouldn't have hit the rumble strip, wouldn't
have lost control, and wouldn't have slammeed the van.

Doubtful. Half the reason they do it is the thrill of evading the law.
  The a-holes who race in traffic wouldn't go to a track in the first
placee, even if it was free and they were as abundant as McDonald's and
Burger King. The people who go out to barely-used, flat, straight,
well-lit, high-visibility roads that look basically like an NHRA drag
strip in the middle of the night when there's no traffic would go to the
track - but you don't hear about them getting in accidents in the first
place, because they're at least somewhat careful.
