Your lower water heater sits on a 18" off the ground in your garage for a reason... if you have a natural gas leak it will pool towards the floor (like fog), gasoline vapors are similar, and will pool on the floor first. I know there's more to it than that, but that's the basic reason for having the waterheater 18" above the floor.
