If there is no fuel at the test port and the pump is not whirring, it sounds
like the pump is bad. To be sure IIRC you can switch the fuel pump relay
with another in the system. Normal fuel pressure is about 38psi. Mine was
only 5. They checked it in about 5 min. in the parking lot.
I watched the guys change mine. They loosened the bolts on the bed, and a
couple guys lifted the L side while another changed the pump.

I seriously doubt the dealer would change the pump if you bought it
elsewhere without charging a bit more in labor unless you have a good
relationship with them.
