Yep, it's the same one... the B3.9 is known internally in Cummins as the
4BTA, while the B5.9 (ala pre-98.5 Rams) is known as the 6BTA.
I'm not sure why the 4BTA isn't emmisions-legal.
It's a good engine, Case uses it in heavy equipment. :)
