No vehicle except the very small gets any mileage in stop and go driving.
Trucks with their poor compared to cars aerodynamic design do fairly well
until speed approaches or exceeds 70 mph. My 99 R/T (5.9 of course) will
get 21 mpg at 50, 20 at 60, 18 at 70 and 15 at 80mph. My weight empty is
4400 pounds on a truck scale. These mileage figures are based on calm winds
and level roads. Obviously many factors effect mileage. My wife has a 96
Cougar (very streamlined) with a 4.6 V8 and it does NO BETTER than my R/T in
the fuel mileage department! It is 500 pounds lighter than my Dodge too!

The muffler will help but don't get your hopes up. The Durango weighs about
as much or more than a Ram 1500. I wouldn't expect more than 13mpg on a
great day around town and maybe 15mpg on a long highway run.
