I had this issue for a long time and finally have resolved it and a
"clunking" braking setup. Thethings that I done...

1. Went to a junk yard and yanked the valve setup-proportioning valve
from under the master on a '98(for my '95 same part.) Done this as that
part is only available from dealer, backorder and about $80.

2. Replaced my master with one from Autozone.

3. New pads and shoes for brakes($50.) Was going to have everything
turned, rotors were fine they said but rear drums were way over and turning
them were now good. So I put new drums on ($49 each) I alsos installed new
rear hardware and new rear wheel cylinders($10 for rear hardware and $20 for
rear wheel cylinders)

Had the brakes system flushed at dealer and adjust the rear shoes.
No brake problems since.
